SM TEO CHEE HEAN
ICAAS PATRON
SM Teo Chee Hean was appointed Singapore’s Senior Minister on 1 May 2019. He also serves, since 21 May 2011, as Coordinating Minister for National Security. Prior to public service, he served in the Singapore Armed Forces and
held various command and staff appointments in the Republic of
Singapore Navy and the Joint Staff. In 1991, he was appointed Chief of
Navy, and was promoted to the rank of Rear Admiral. SM Teo graduated from Imperial Masters of Science degree (with
distinction) in Computing Science and has been ICAAS’s Patron since
1996.

MR JY PILLAY
ADVISOR ICAAS
Mr. JY Pillay is currently the Rector of College of Alice & Peter Tan, National University of Singapore. He previously served as the Chairman of the Council of Presidential Advisers from 2005 to 2019, and as the Chancellor of Singapore Management University from 2015 to 2019. In his prior career, Mr. Pillay was in the administrative service of the Government of Singapore, serving in the ministries of finance, defense, and national development, rising to be permanent secretary in 1972. Mr JY Pillay graduated from Imperial College of Science & Technology, University of London, in 1956 and has been ICAAS’s Advisor since 1999.

MR JAYSON GOH
ADVISOR ICAAS
Jayson oversees the development, planning and delivery of operational and passenger services for both Changi Airport and Seletar Airport. He also spearheads CAG’s operational transformation strategy, driving mid to long initiatives to future proof the airport. A keen champion for service innovation, Jayson leads the effort in rethinking passenger processes at the airport, driving new programmes that include automation, robotics, intelligent solutions based on data analytics, sustainability and the creation of new travel experiences. Jayson also oversees CAG’s corporate IT & Technology division, which takes care of all airport systems crucial for efficient airport operations, as well as the provision of enterprise IT infrastructure and systems to enable commercial activities, innovation pursuits and to serve the corporate needs of the organisation. Prior to joining CAG, Jayson was Executive Director at the Singapore Economic Development Board (EDB), helming the Infocomms & Media Industry Division that was responsible for the development of the ICT industry in Singapore. Jayson graduated with a Bachelor of Science (Electrical & Electronic Engineering) from Imperial College, London in 1998 and has been ICAAS’s President from 2015 till 2023.

MR MARK THAM
ADVISOR ICAAS
Mark Tham is the country managing director for Accenture in Singapore, with over 20 years of consulting experience. Prior to that, he led Health & Public Service in Southeast Asia and manages the key client relationships as the Client Group Lead.
His passion lies in assisting his clients to meet the needs of citizens, businesses and public servants by harnessing the power of transformative technologies and becoming a truly data-driven organisation that analyses, shares and acts on data insights to make a lasting difference in people’s lives and drives business growth. Outside of Accenture, Mark serves as the Honorary Secretary of the ITMA Executive Council in Singapore and he also sits on the Board of Directors of a few charities. Mark graduated from the Imperial College London with a degree in Materials Science and Engineering with top honours. He is currently based in Singapore

ICAAS PRESIDENT
Jin Yang is currently part of Changi Airport’s Airport Operations Strategy & Transformation Division and is responsible for charting operations transformation strategy, driving operational transformation and growing human capital to sustainably deliver exceptional operations and an extraordinary passenger experience at Changi Airport. In his prior career, Jin Yang was a Management Consulting Manager at Accenture Singapore. working with clients within the Health & Public Service sector to help them with their most complex issues that they face on a day to day basis. Jin Yang graduated from Imperial College London with a degree in Chemical Engineering with top honours in 2010 and took over as ICAAS’s President in 2023.
